The Role
This role as a Sr Lead Project Controls Specialist serves as the enterprise program management leader for strategic Custom Networks initiatives. The successful candidate will own end-to-end program execution from initiation through closeout, including scope definition, baseline development, integrated planning, deliverable management, risk mitigation, dependency management, governance, financial oversight, and customer commitments. This individual will align executive stakeholders, lead cross-functional teams, and drive program outcomes across complex deployment initiatives spanning multiple organizations, regions, vendors, and customers.

The Main Responsibilities
- Own end-to-end accountability for program scope, deliverables, schedule, cost, risk, quality, and customer commitments.
- Develop and maintain integrated program baselines including scope, schedule, cost, milestones, resources, and deliverables.
- Govern baseline changes through formal change control processes and executive approval mechanisms.
- Identify, manage, and resolve cross-functional dependencies across Operations, Engineering, Construction, Product, Finance, Sales, and Customer organizations.
- Drive executive governance forums, steering committees, and operational reviews while serving as a trusted advisor to leadership and cross-functional stakeholders to align priorities, decisions, and execution.
- Lead organizational and deployment change management efforts, ensuring stakeholders understand changes, impacts, required actions, and adoption strategies necessary for successful program delivery.
- Drive portfolio prioritization and resource planning discussions across competing initiatives.
- Govern deployment data integrity, ensuring accuracy, transparency, and alignment between schedule data, deployment intent, and business commitments.
- Leverage analytics, predictive insights, and structured risk analysis to identify issues early, evaluate impacts and trade-offs, develop mitigation strategies, and provide actionable recommendations to leadership.
- Partner closely with Cost Controls to monitor budgets, forecasts, risks, and variances; assess financial impacts associated with schedule shifts, change requests, incentives, and penalties.
- Deliver clear, concise, audience-tailored communications on progress, risks, escalations, and successes; ensure actions, owners, and due dates are defined and tracked.
- Drive continuous improvement through process standardization, lessons learned, automation, modern tools, and AI-enabled insights that improve efficiency, predictability, and decision-making.
- Set clear standards, coach best practices, and foster a culture of accountability, ownership, and growth.
What We Look For in a Candidate
- PMP, PgMP, PRINCE2, Agile, Scrum Master, or equivalent project management certification
- Knowledge of fiber, data center, or custom network deployment environments
- Program Governance, and Strategy & Roadmap Development
- Integrated Planning & Baseline Management
- Scope & Deliverables Management
- 7+ years leading large-scale, cross-functional programs with accountability for delivery outcomes.
- Demonstrated experience delivering enterprise telecommunications, infrastructure, network deployment, construction, technology, or transformation programs.
- Experience managing strategic programs with executive visibility and significant business impact.
- Proven ability to influence decisions at the Director, VP, and executive levels without direct authority.
- Expert knowledge of scope management, integrated planning, baseline management, change control, and program governance.
- Strong expertise in risk management, issue management, dependency management, and executive escalation management.
- Experience establishing PMO governance frameworks and delivery standards.
- Experience managing multi-workstream programs involving multiple organizations and stakeholders.
- Strong financial acumen and experience evaluating cost, schedule, and business tradeoffs.
- Exceptional executive communication, facilitation, and stakeholder management capabilities.
Compensation
| This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.
